too much pressure in gas tank?

I have a 87 camaro lg4 pretty much stock. Today i unscrewed my fuel line to the carb and gas started shooting out like crazy. I had a water bottle ready. IT was filled instantly, luckily I was by my trash and was able to grab an empty milk jug. I filled half a gallon before I realized I should unscrew the gas cap and relieve the pressure. For a car that hasn't been turned over in a month this isn't normal right? I haven't been driving it because it wont stay running because it keeps fouling plugs and smoking black. Now I realize it's to much fuel. What should I look for?

The line that vents / purges the tank pressure blocked maybe ?

IT that the hose on the closer to the driver side or the passenger side on the charcoal canister?
