simply put what does it acutally do and is it necessary? i know it stores vacuum but for what?

the thing is it hasnt been connected since i bought the car. i was planning on hooking it all back up but i wanted to figure out what it was actually for

Well hook it back up and see if there is a difference. If the hose was rotted out you would have a vac leak which would cause some problems.

Has noting to do with the engine operation.
Is only a reserve container to maintain a constant vac supply when the engine vac changes; like when you accelerate

Without it when you nail the gas your HVAC will move to the default (defrost) position and then will return to wherever you set it once you let off the gas again. Not that the lever will move, but that's where the air will blow out during periods of low intake manifold vacuum (like at WOT).
