Timing problem.

I need to bounce some thoughts off you guys. First off this is a sbc hei new plugs, wires, cap, rotor, advance kit, coil, 1 yr old Street Fire MSD box. So my problem is that I need about 10 degrees centrifugal advance and no matter what I do I cant seem to get down that far. At best I'm getting 14, and that's COMPLETELY locked with a screw in the hole the red arrow is pointing to. I took a fat head screw and a cut it so I could adjust it (kinda football shaped). Timing moves about 7 degrees right away and then the other 7 at the very top end. Also has new cam and timing chain and the only movement in the distributor is where it slides a little on the cam gear.

I am at a loss. The only thing I can come up with is that the balancer is falling behind and screwing with my readings.
