Unplugged Hoses

Hi, I have a 91 Camaro RS. I looked under the hood and saw two ends of a "T" shaped hose unplugged and don't know where they go. I was told it was a vacuum hose. My car currently will not start but does turn over. Here's a short video of what it looks like.
