IAC acting weird. What could be the problem..

IAC acting weird. What could be the problem..
I ha e been trying to get my idle right with no luck.
88 formula 350.
New tps, new iac, and various used tps and iac.
I set the iac properly and reset tps. Start up the car. Idles perfect. Drive great.
Shut Down car... Restart... Idles at 1500-2000.
Happens every time.
Reset iac... Idles fine drive great.
Shut off car.. . Restart car...2000 rpm.
Wft?
