Stalling 1987 IROC - 305 tpi

I'm sure this has been discussed but I didn't find anything quite like the symptoms that I'm having. Any help or links are much appreciated.

Symptom #1
Stalls when stopping at a light. This has happened 3-4 times in the last 8 months and 1500 miles. Starts again without any problems. Based on what I've read, it sounds like a dirty IAC.

Symptom #2
Drove around awhile with no problems then stopped at the store on the way home. Started normally but immediately shut off. No sputtering, just shuts off, as if I turned the key off. Starts right back up but immediately shuts off again. Limped home by keeping the RPMs up and my foot partially on the brake (when at low speeds). No bucking, sputtering or anything else... just shuts off if I don't keep my foot on the gas. The next day, no problems.

Questions:
Can anyone recommend a scan tool that's effective and won't break the bank? I'd love one that plugs in for use with an iPad app, but not required.

Any thoughts on #2 above? That one seems more of a mystery to me.
