It's designed to cancel out harmonics caused by fuel pump vibrations into the steel line. But by the advice of memebers on this board I deleted it and replaced it with a regular piece of FI neoprene hose with no ill effects after 2 years.

If you are determined to replace the pulsator with another pulsator, you can get one from Dorman.

Thanks, did some research on it, seems it's a "good idea", but not needed.
