California Smog EVAP Fail

I'm P/O'd beyond words right now. 1st I hate having anyone touch my car. With the exception of tire mounting and windshield installation I do everything myself.
Took my 89 Formula in for the CA Bi-annual smog. All of a sudden I hear the "tech" yell "get the fan". I look out the window to see coolant spewing from the overflow tank... I ran out there turned on the A/C and put the temp on full hot to get the secondary fan on and move some coolant.
I should note they had two UNUSED wind tunnel fans sitting in the bay. Venting finished.
So my car failed. High HC High NoX and it failed California's wonderful EVAP test.
I have a bad rubber line somewhere between the tank and the motor.... Has anyone else done this job? Is there one hose that I should be looking for or is this a replace everything deal?

First thing you need to do is fix the cause of your overheating problem. Once that's fixed your NOx will probably fall into spec.
For your evap test fail, I'd get a hold of a vacuum pump (Mityvac) and start looking for leaks?? Maybe it just your filler cap that's bad.

New gas cap before I went in... I thought I had the automatic fan issue licked. Today I hard wired the left fan with a switch... Found 2 rotted hoses at the charcoal canister, the fuel tank purge valve has a crack and was full of dirt. Cleaned and epoxied the valve.
Any chance you know if there are any rubber lines on top of the fuel tank? I can see the hard lines that come from the top down to the rubber lines at the left rear wheel well (replaced). I'd really hate to drop the tank if I don't have to.
All the catalog pics I find show hard lines from the sender to the rubber lines I can see.
