Cranks but wont start

My car has been hard starting lately and will not start now. I verified 40psi at the fuel rail and checked the distributor cap. I noticed a flaky rusty residue around the pickup coil. I have no idea how old most of this car is so while I had it apart for the pickup coil I replaced that, cap, rotor, icm, and the ignition coil.
It still wont start so I connected a plug directly to the ignition coil and it does not spark during cranking. Scanner isnt reporting any codes.
Any ideas why I cant even get it to spark?

First verify you are actually getting that 40psi. 2nd is your replacement ICM from autozone? If so verify you are getting correct voltage to it as I got a replacement from autozone and it was bad out the box, returned it for a 2nd icm and it has been working for 4+ years.

EDIT: also I've heard that if your oil sending unit goes bad it will not allow any spark to the icm.

Beyond measuring the pressure with a gauge Im not sure how I can verify it? It smells like gas under the hood after I crank so I'm guessing it's flooding.

Yes, that scares me because the icm is from the Zone. To test the icm am I looking for some voltage output to the tan/blk wire to the ecm?
