Hey guys this is sort of repost with more info, I still haven't fixed the problem hopefully you all can maybe find an answer for me...appreciate any help thank you!
The only thing left that i didnt do is the ECM scan and my fuel injectors, am i forgetting anything else i should check?
I have ordered the scan tool and should have it in 2 days and will post results!! Open to anything guys, im a college student and i really don't like 10mpg haha

Problem
-10 mpg and low overall power
-idles at 1,500 or slightly below cold
-operating temp idle is 1,200 P and 1,000 D

Specs
-1986 2.8 v6 mpfi
-timing at 6*
-idle air screw set correctly
-fuel pressure regulator new
-compression check is good
-new IAC valve (set correctly), EGR, O2 sensor, vacuum hoses,starter, cap/rotor, plugs/wires
-TPS (checked .54 V)
-PCV valve operational

 

Specks on what ?

 

Start checking for vacuum leaks, plenum, behind the throttlebody , intake manifold. Propane enrichment a unlit hand held torch or starting fluid.

 

Tuned Performance yea thats what i thought too and thus combed that car up and down for two weeks replacing hoses and using all the different tricks to look for leaks.. nothing, no changes. I even got a second pair of eyes and nothing either. Although, that's a common cause of high idling..i dont think that's my issue here, seems to lean towards something else..but thank you though....any other ideas I'm all ears?

To be clear those are the specs of the car as well as adjustments and repair/replacements ive done...cmon, your killing me here

 

Ohm the coolant temp sensor when it's warmed up. Should be close to 200 ohms.
