VATS or wiring harness making car not work?

http://minneapolis.craigslist.org/cs...938992088.html
Found this earlier, looks like a nice deal but I was wonder about how he says that the VATS or wiring harness dosent allow it to run.
I could see why the wiring harness could be a problem, but how would the VATS system do that?
Anyone know this problem or how to fix it?

VATS is a common problem. As the system gets old electronic components wear out. You can buy a chip with VATS "turned off" for cheap.

VATs is the Vehicle Anti Theft System. If the key makes bad contact with the VATS terminals in the ignition cylinder, the engine won't crank and the ECM won't enable the injectors.

Being that it is a '92, it is also possible that injectors have shorted out. This too will prevent the ECM from being able to fire them, again causing a no-start.
