Having first start issues with cam and head swap L98

My brother asked me why his tpi L98 wasnt running properly as a joke I told him swap the heads and put a carb on he took it seriously and asked my for my cylinder heads the heads i have are World Products S/R heads that are fully worked they were set up for my 327 the springs on the heads were for a .600 lift cam could that be a problem? so we swapped the heads out put a weiand intake on with a 650 cfm edelbrock we also did a cam swap we put a thumpr cam in. When we were ready for the first start the starter had a very hard time turning over the motor it seemed something wasn't right the timing chain we put in cleared the cover and the block I don't understanf why the motor is having such a hard time turning over the valves were set at ½ turn could it be possible that the valve spring pressure is to high or something idk already I don't know what to do I'm just lost with this whole situation any suggestions would be awesome thanks for reading everyone
