Low reference voltage - only 4.1 v

Hello

My voltage on the CTS is only 4.1v instead of 5v. I got a code 15 (low cts voltage) last week.

I replaced the cts, change the ECM - but no change in the voltage...
Can it be a bad batterie?

Check the voltage right at the ecm.

I checked the voltage at the ECM and it was 5v. Changed the ECM for test and no change. Also ECM is ok.

Unplugged MAT and TPS, but still have 4.1v at the CTS.

What are the next steps to find out where the problem is?
