Value of these cars depends on 3 things: its options, its originality (lack of molestation), and its condition.
On the first point, it's toward the top; worst thing I see about it is, it's 88, so it has the Saginaw rear brakes. Other than that, nice top-of-the-line car.
2nd point, swapping it to a 5-spd could have either possible effect. If it's REALLY well done - like, impossible to tell it was a swap, like, it has the right trans tunnel (instead of a giant hack-job hole cut in the automatic one) and it's the right color, and stuff like that - it would improve its value to some (enthusiasts) and decrease to others (most women for example).
On the 3rd point, doesn't sound good. All that maintenance is just that, maintenance; other than stuff like the fuel pump where people can have some degree of confidence that it likely won't cost em more money for that any time soon, adds nothing to value. "Engine rebuild" as reported by PO could be just about anything; odds are though, it severely detracted from the engine's actual performance, but being a TPI car, it's already so lacking in that area even if "perfect", that probably nobody would notice. Needing paint, interior, etc. HURTS BAD. That's far and away the most expensive kind of stuff to have to deal with.
Sounds to me like, depending on how bad the paint and all that looks, could be anywhere from $2500 to $4000.

Its all about condition. Search craigslist and look what people are asking for camaros of your year and model. 4000 is on the high end for the condition you describe. The cost of the things needed to make your car a nice car is close to 3000 and up. Now for 7000 you can have a super clean all original thirdgen. Just keep that in mind. I have seen plenty forsale out here in socal in your described condition sell for around 3500

Don't know where your at in California but there are a ton of third gens in Northern California. You can find stock tbi/tpi cars for $1500-2500 that are already smogged.
I'd prob say $2500
