Oil Leaking from... Somewhere?

Oil Leaking from... Somewhere?
My oil pan is always wet with oil and drips occasionally in the driveway:
Also my front sway bar on the pass side is covered in oil and road dust??
I've read about this hole (on the AC delete bracket), should there be a bolt in there? It looks like something is in there, but it looks like that something also has a hole in it, and I dont see any oil dripping out of it like I would expect?
