squeal from back of engine

I've been trying to find topics on this already but not getting a good a search.

I noticed when I turn my car off . air conditioning hasn't been on, no wipers on, nothing, I hear a squeal/whine (something coming to a half) at the back of the engine. I go under the hood when the car is running, pull the fuel pump fuse to kill it and listen to the sound and its from the back. The pulleys have stopped. cant tell if it starts right at the crankshaft pulley nears stop or not.

wondering if this is a oil pump noise? oil pressure shows okay,. may start to dip into the orange or lower if tis been running for quite some time and only in drive and stopped. pressure goes up with gas and okay at idle.

I did just replace the distributor (a second time) in probably a few months. I heard a squeal while driving and you could barely turn the shaft of the distributer when pulled. when I put the new one in and I tried to turn the crankshaft to time I noticed it was really hard to turn (yes its harder with spark plugs in but in all these years never this hard for the entire turn).

My bet is going to be a vacuum leak , specifically , Do you know our cars have a vacuum storage tank that's part of the cruise control and heat/AC systems ? This vacuum storage tank , which looks like a black plastic softball and is jokingly called "the orb of power" by some , is located under the front left fender , stores vacuum so that when the throttle is opened and the manifold vacuum drops , the heat/AC and cruise don't loose the vacuum they need to operate . This has vacuum applied to it whenever the engine is running , whether the heat/AC or cruise are on or not , and is fed vacuum through a one way valve that is part of the plastic "T" fitting coming off of the manifold . If that valve were to be defective and leaking it could very well cause a squeal as it looses the stored vacuum with the engine shut off .

And if it ain't that , call an Exorcist , cause it's likely possessed ....

Yea I've replaced the tubing to that vacuum tank (front right under the hood under the canister. and that vacuum valve that connects from the intake manifold to the vacuum tank and inside. I might go out and record it and try and upload it or post it to youtube and share the link.
