Here's a video of my car on a cold start. Lots of surging and almost stalling out. After a few minutes it smooths out for the most part, but it takes a while. Any ideas what is causing this?

If you listen you can kinda hear a whistle when it surges, not sure if this is a vacuum leak or just the sound of the air sucked into the air cleaner or what.

new plugs
new wires
new coolant temp sensor
fuel injectors make a nice cone shape
does NOT have the IAT sensor in the open element filter
smog stuff removed by PO
