The hold-down bolt may be bottoming out in the threaded hole in the manifold. Try putting a washer or two under the bolt and tightening again to see if it makes a difference.

I have heard the fancy cheap aluminum hold down brackets will bend and not hold it tight.

I replaced my bolt with a stud. This way the stud is fully engaged and I use a washer and flanged nut. Makes getting everything started much easier.
