frosty the air filter

In the winter, can frost form on an open element air filter and cause start up/idle problems?

It seems unlikely to me. There's not really any water on or in the element to freeze and form frost. The simplest way to find out for sure would be to go out on a really cold morning (when there's a thick frost on your windshield) and check the air filter for frost.
