Cant start 86 TPI Camaro
I cannot start my 1986 TPI Camaro 305. I replaced the fuel tank, sending unit/Pump, cleaned the fuel lines and replaced the fuel filer. New plugs, wires and cleaned the distributor. The engine turns over and the plugs get spark but it does not fire. I have turned the dist 180 and back again, advanced and retarted timing but no fire. WOuld this be Vats or something else.

There is no VATS on a 1986 Camaro, so that would be one item off your "suspect" list.
I am presuming that the spark plugs were pulled for inspection instead of relying upon spark testing by an external method. If the plugs are fuel fouled or oil soaked, they may not fire even if the ignition system is intact. If you have verified spark at the plugs, verify proper fuel pressure (43 PSIG ± 4) KOEO.
If there is fuel delivery and spark, there should be something happening, even a backfire or afterfire regardless of timing.

I'd make sure it's getting fuel before doing anything else...see if it fires up on starting fluid. If it doesn't, remove your fuel filter and turn the key on for a brief second. If the pump is pumping any fuel at all, you'll see fuel on the ground under where the filter was. If you don't see any fuel, I'd check the fuel pump fuse near the battery, then also the fuel pump relay on the firewall before going any further.

Some very basic diagnostics needed here. Buy or borrow a fuel pressure gauge and verify pressure at the rail. Listen or feel the injectors "click" while someone tries to start the motor.
Buy or borrow a spark checking tool to verify spark to the spark plugs. Several different types of these but the fastest test is one that just rests on the plug wire and flickers a tiny light.
If you got fuel and spark then you need to correct the spark timing to get it to fire.
