Power Steering V-belt help.

I know there have multiple threads on this topic but yet I have not found the exact information I'm seeking so I apologize for doing this. I have a 85 with the carb 305 with A/C if it makes any difference, I'm struggling to tighten the power steering v belt (the one towards the back of the pulley, not the belt that also runs along with the ac condenser) I have loosened the two bolts located to the left side of the pump and a additional 15mm bolt located on the back right hand side of the pump towards the bottom but yet can't get the thing to budge at all can anyone tell/show me what I'm missing, pics would be best, many thanks in advance.

There are 2 hardwares on the back of the pump.





There is also one bolt that holds it to the water pump, and the nut on top on the pivot stud.
