Sounds like the casting date code...

Sofa's right -- should be the casting date for the block. August 19th, 1986 or 1996.

Well it could be a factory installation, however it would not be a factory installation in a Camaro. I have not seen a factory 4-bolt block in a 3rd gen Camaro. I have had a couple of 80s Vettes apart that were 2-bolt factory blocks as well. That being said the 4-bolt blocks cast newer than about 1985 were mostly in Trucks, Boats, and Industrial applications.
