Fuel Cap Switched at Smog Check Center

I was running low on fuel on Thursday and since I only drive my car once a month around the city for it to not to sit idle too much, off to the Chevron station. First thing I noticed was the fuel cap was on super tight and wasn't even seated in the filler neck. There was also some gooey red fuel on the filler neck lip from what I assume was from splashing out. I went to put the cap back on, it was tighter than a frog's a**.

The last person that touched my fuel cap to test the pressure system was the creepy smog test guy. I wont even call him a tech. So off to the local parts store to get a replacement cap.

Moral of this rant: Check your fuel caps when getting your car serviced by anyone.

Doubtful on the tracking. But...There was a tracking device on my 1997 SAAB 900 which I discovered when I took the radio out. But it was just something dealers use incase one is in default and it was an older device. Still hooked up though.
