Is it a full PROM or just a chip... do you have a chip adaptor?

Yes.... well probably more like 15 or 20 fiddling with that stupid ECM bracketry and under-dash panel.

Most shops are going to charge 1 hour minimum though. By the time they talk to you about it and what it's going to cost, pull the car into a bay, drag out tools, install, test drive, invoice it, and talk to you again to take the payment..... there goes an hour of my day. Just the way it is.

moates.net - like 250 bucks for chip burning hardware and other stuffs
tunerpro RT for free
20 minutes to remove ECM and lay it on the floor

so yea, i guess 250 bucks. And I dont know how much 20 minutes is worth to a person since thats relative. To a new york lawyer it's $2000, to a shop maybe $80 an hour.
