For that, just count the main bolts.
I had 2 blocks of that casting # of my own that I can recall; one was in the 79 Z28 4-spd I traded in for my 83 L69 car, the other was a 78 Z28 auto.
Both of them ate cams. The 78 also had The Starter Bolt Hole Problem but it wasn't too terribly bad, at least it still worked.
Seems like I also built one once (some yutz handed it to me and said build a motor with it), and that one had The Cylinder Alignment Problem, wherein the cyls aren't perpendicular to the crank. Made the rods bind so bad it was almost impossible to turn by hand anymore by the time all 8 were in. I showed the customer what he had and told him there was no warranty. I don't think it lasted long... made all kinds of just general unhappy mechanical noise in the bottom end, had no nads whatsoever, and ran hot, from the first startup.
Whether it's "good to build a 383 stroker" out of has basically NOTHING WHATOSEVER to do with either 3970014 or 2/4 bolt mains. More important things include, the factory quality control or lack thereof in areas you can't fix like lifters that don't point at the cam, cyls that don't point at the crank, starter bolt holes too far from the crank, bell housing dowels not centered on the crank, head dowels not in the right place, ... I could go on but I'm sure you get the point; and its overall condition, like, is it already .060" over but the bores are beyond running again.
