Ok found somting interesting, Help...
Well first off, I started with the wires cap and rotor, All look like Sh*t, that is probably contributing to my problem.
Problem two, I pulled out plug number 4, and it had oil on it. Whats up with that? Is that good bad? What could cause that.

after the new one has been in a while pull it and see what it looks like. The only way to know 4sure is the do a compression test.
not necessarily..
my engine rebuilder says you can have good compression but still have bad oil control.. my Dad and I have good compression on our '72 chevy truck with a 402BB in it but it uses oil (has since the rebuild, uses a quart every 200mi)
the engine runs perfectly fine, and doesn't foul plugs..
the engine rebuilder says that if my Dad had incorrectly installed the rings it could burn oil but have good compession..
in your case, if you have fouled plugs that means cylinder wear unless your motor was just rebuilt..
btw: Dad's engine is coming apart in a few months, we'll find out then what happened

where's the oil at? on the deramic or oil fouling? if it's on the ceramic i'd say you have a leaking valve cover gasket on the eletrod end would be fouling, or maybe gas and you think it's oil. if it's inside the head it could be a dead or weak part in the ignition system not allowing it to burn everything completely.
