Recent rebuild engine hard to turn over, starter cant turn it.
Recently got my 4 bolt 350 rebuilt and all was great until recently I couldn't get it started, just clicked. So I took it to a local shop and they said they found shavings in the oil. I called the shop that built my engine and the guy said it could just be the break in oil or whatever he said he used. Not exactly sure where to go from here, I had the local shop contact the engine shop and that's where I am at for now. Engine has less than 200 miles on it. Any suggestions would be appreciated.

200 mile fresh "rebuild" + hard to turn + shavings? Hmmmmm....

Might also help to know the history of this block:
Did an earlier engine build within the block blow up and thus require this "rebuild"?

There was a rod knocking on the previous build. I am not very trcbical about this so I don't have much more info .

Rod knocking = a blowup... will shed plenty of metal shavings
May well be then, that they didn't run rifle brushes through all the passages to clean out the metal chips from the last blowup, and what was left just washed right down into the new bearings. Can't tell you how many times I've seen it happen. I hope not but... see my signature.
If you build a new motor in that block, it'd be just about foolish not to do that to it.
