Power Steering Bracket Removal

I'm trying to remove the power steering bracket so I can get to the water pump. I'm having trouble getting access to bolt #18. I need to get a torx bit where the pencil is pointing. The knuckle on my torx bit ratchet attachment is interfering with the fill cap. The tool stores do not seem to have a long & skinny torx bit, stuck with the short ratchet pieces it would seem. Is there a special tool for this or do I try something else? See bolt #18 in the diagram.

I don't see why you have to remove the power steering bracket to remove the water pump. I have removed the water pump from my cars a few times and never had to remove the power steering bracket. If you don't have the tool, see if Autozone or whatever parts store near you has it so you can rent it.
