Vacume tank in fender

Vacume tank in fender

I have a Firebird LO3. On the driver's side under the headlight, there is a round plastic ball that i assume is a vacume storage canister. Is it possible to relocate it to the passengers side of the car? I don't see any need for it to go from pass. side of engone to driver's side of car.
Also, what is that thing for anyway?

i tihnk it's for the cruise control, shouldn't be any reason you couldn't move it.
