86 trans am not runnin?

My trans am isn’t running but I’m not sure if it’s getting power to the fuel pump. Idk if it has an electric fuel pump in the tank because there is a mechanical fuel pump in the front. Also in the fuse box, there are empty spots where the fuses would be for the electric fuel pump, with no metal prices to hold the fuses in. Here is a picture of my fuse box

See there are no metal clips for the injection fuses, does that mean I just have a mechanical fuel pump?

The pump fuse is net to the battery. Has this car sat for a long time or is this a new issue ?
tpi ? 2.8l computer controlled carb ?
if this is tpi you need injector bank fuses.

1986-87 carb engines are supposed to have a low power electric helper pump feeding the mechanical pump in order to reduce "vapor lock"tendency-this pump is turbine style with no check valve,will flow freely when not running.I do not know where this pump gets it's power or if it uses a separate fuse.Getting fuel to the carb?
