Engine trouble...

Well... after fixing my ignition and fuel delivery probs. this one poped up . I noticed the engine's rpms rising and falling so I hooked up a vacume gauge to the manifold to see what was going on. The gauge has regular drops from 20 to around 17 inches of vacuum along w/ a rapid one or two inch pulsing of the needle. Could this be leaking valves and possibly leaking valve guide seals?
