People used to do that to single-plane intakes alot; just cut that septum out between the ports. I'm not sure how beneficial it was. Seems like even though the flow might be better, the loss of port velocity would offset any gains.
On some heads, people would go crazy with the grinder and "knife edge" the common wall of the ports, the same kind of way. Again, not sure if it really helped or not, or maybe in what situations it would work.
Earlier SBCs all had the oil fill in the front like that, from the factory, up through about 68 or so.
