Backfire/hesitation low RPM

Backfire/hesitation low RPM
I am at exhausted with this car i could really use some help please!
quick story on the car:
I bought the car not running last year. Items i’ve changed out chasing this issue.
-Dropped the tank and replaced fuel sender, pump, hoses, new tank, new 4th gen rear while i was there. south bay bosch injectors, rebuilt fuel rail, fuel pressure regulator, EGR valve, TPS, MAP, O2 sensor, coolant temp sensor, thermostat, wires, cap, rotor, ignition module, coil, plugs, new vacumn lines, new plenum and runner gaskets.
**All with AC delco parts**
Confirmed fuel pressure, held and no leaks.
So here is the issue after some basic tune up parts installed i ran the car and on idle great but after it warmed up it acted up! at a low rpm under load it will bog backfire in the intake and cutout if i accelerate through the low rpm it will smooth out a bit, has a hard time going up a hill at low rpm speeds it cuts out and hesitates.
little more digging and found distributer was loose and timing was off so i reset and tightened during that found an arcing wire i thought i solved problem by replacing wires and reset timing and the issue still exist!!!!!!
i went on to change many other parts listed above and hear i stand!!
Did the arcing wire burn something out cap, plugs etc.?
what else can it be??
it did throw a 45 code after power braking under loaded trying to duplicate , I cleared it and it has not returned .
I have not check timing again
I did double check all wires no zaps
I do not have access to data log
Any guidance would be greatly appreciated!

I know you changed the module but did that wire you found short it? Because what you describe is a classic symptom of that thing failing as that's what's controlling your timing.

great thought. initially it was having the same issue and what I did find was that one of the spark plug wires were toasted so I went ahead and changed all the tuneup products and with the new wire boot being bad which i only found that by Adjusting the timing I got zapped so I replaced wires, etc. and the car ran good for a few miles no issues and then it came back so I’m wondering if I did fry the ICM

I just went and replaced the ignition control module, and it is doing the same. I was able to get a video of it. This is just in the driveway power breaking it but unable to upload it.
also tested the pickup coil 816 ohm looks to be in fairly good shape.

Your timing wire is connected, correct? The brown wire that comes out of the loom over by the HAVAC box on the passenger side

this was the biggest video I can put on, but the popping noise is a backfire in the engine compartment, and the hesitation is obvious.
