advice for a friend..

A friend of mine is looking at an 86 monte carlo ss which came with the 305HO C3.. he's wondering what performance mods can be done to it.. trying to keep it emission legal..

Axle/Gears: 342

I'm sure the same mods as to any 305/350 IROC. I would do headers first. I'm not sure of the cams in that motor, but that would be something to check. What rear gears does he have?
