My car is no longer CC and I posted this pic a while back and was told it was the ECM. My question is, can I just cut the wires that it's hanging by.

I would not recommend cutting any wires, ever. You never know when you might need them, speaking strictly for myself. I moved to CA recently, fortunately I had the common sense to preserve every piece of the stock emissions stuff off of my 83 including the wiring when I de-computerized it with a 400 and a Holley, so I was easily able to reinstall all of it, without which I would have had a far more difficult time getting it licensed.

Take off the kick panel, you will see where the harness goes through to the outside of the car. There's a clip that holds that big plug in the cowl; pull that, the harness will come out into the inner fender well. Carefully feed all the connections on the engine side back down the same way, and you will end up with the entire computer harness all in one unit, with nothing damaged at all, ready to put back in if it ever becomes necessary. Silcone a piece of sheet metal or thick plastic or something over the hole.

On mine I detached all the sensors and stuff that I could and plugged them back into the harness and rolled it up and put it in a box. There it still was, 12 years later, when I needed it, even though I had no idea at the time that 12 years later I'd be in California.
