L98/tpi question

i know that the L98 350's have a lot of torque,my question is is that because of the components GM used to build it up,or due to the TPI intake.When i actually get my camaro,i wanted to rebuild eventually and make it a stroker,but if i do that since i will be taking everything stock away,will that mean it will be like any other 350 (or 383 if i go the stroker route)?I plan on keeping it TPI.

It's the design of the TPI. (Well, maybe also the cam)
