Additional O2 Sensor in headers

I have an emissions question for you all:

I have Edelbrock TES hearders and I am wondering why Edelbrock did not put O2 sensors in each of the header pipes instead of only on one side? I am having difficulty passing emissions due to high Hydrocarbons and if you look at the current exhaust setup I have, fuel is only being burned from one side of the headers. The O2 sensor is positioned on the drivers side exhaust pipe, but the passenger side sends fuel directly through to the CAT and mufflers.

Is this a design flaw?
Would it be to my advantage to have an additional O2 sendor tapped into the passenger side exhaust header pipe to burn cleaner?

Thought I would ask this question of you all......

do you have a wiring harness for two sensors or just one? if only one it wont help i was under the impression even the l98 only had one sensor like my lo3...if you want to do that so bad all you have to do is get a o2 sensor bung and weld it on and drill a hole..most exhaust places have them plus the o2 sensor just reads whats in your exhaust...and tells the computer if it needs to lean the car out or give it more gas...unless your car has a sensor hookup and it not hooked in on the other side adding another wont help

The OEM setup used only one O² sensor, and it was in the left exhaust tube, just like the TES design. If it's a flaw, it came flawed from the factory. You stock ECM has no provision for a second sensor, and you cannot just parallel the two sensors in the same circuit.

The left side (or either side, for that matter) should be representative of the combustion for both banks. If there is a problem with high HC readings, you have a combustion/mixture issue.

Thanks guys for the quick reply. I have it with a mechanic now, so hopefully he can modify air/fuel to get it setup right.
