HELP! Throttle lever on the TB won't return completely....

I was driving my car today and everything was fine.. until I left from lunch. I got in my car and started it and noticed it was idling high. I figured it would idle down but it never did. I stopped the car and put it in park and it was idling up around 1500 rpms in park. I popped the hood and looked at the throttle lever and it was sitting about 1/8-1/4 inch from the throttle stop. If I tap the throttle really fast it will snap all the way back to the throttle stop but if I just gradually ease into the throttle and then let off, it won't snap back all the way and idles way too high. I never did take a look at the throttle spring previously but the throttle spring as it sits now is very loose and I think this is what my problem is. Can someone verify that the spring is supposed to be wound tight.

If it is indeed the throttle spring like I think it is, what can I do about it?? Can the throttle lever and spring be replaced or do I have to buy a new throttle body? If the throttle lever and spring can be replaced does anyone have a part number and do I have to go through GM? Any help would be greatly appreciated.

Creates grooves where? I've already cleaned the inside of the TB and the blades and the walls feel smooth.
