problem with fuel press reg
ok im semi new to all the TPI stuff (have a very good background in all the computers and electronics)...and im helping a friend with his 87 IROC with a 305 TPI...when the car is shut off, fuel sprays out of the vacuum line going to the press. reg. It sprays into the intake, causing the engine to be REALLY hard to start (have to put it into clear flood mode by flooring it). This is a almost new pressure reg., replaced about 9 months ago. my questions are...
could a failing fuel pump cause the regulator to die out so fast?
if not then what else would cause it to go that fast, and might it be just a faulty part?
it has gotten so bad that it now cuts off when hes in the high RPMs...sounds almost like a rev limiter but it kills it at like 3500. Im not sure if the fuel or spark is causing that, but im pretty sure its the fuel since his ignition system is brand new.
so i hope yall can help.

You can misalign/tear the diaphram in the FPR easily apon instalation, it makes for a GREAT ride when it really blows, driving home on flood mode is great 
I recommend pulling the cap and investigating, fuel should NOT make it to the vacuum line.
