very low fuel press. no start

My friends 89 TPI sprung a gas tank leak. Pulled it to replace it with a new one and ended up replacing the whole sending unit because of rust/rot. installed new gas tank with old fuel pump and could onl get 8# fuel pressure. Recleaned pump/sending unit grounds, changed fuel filter, checked voltage and am getting full batt voltage at relay and pump even with pump energized. Went and picked up aftermarket pump and only change was it now had 10# fuel pressure, restricted return line but still no pressure. went and bought factory replacement pump and now have 20# fuel pressure. 3 pumps, 1 relay, 1 tank, 1 sending unit 1 filter later and still no fuel pressure and all this on a car that only problem was fuel leak. pump activates and cycles with key on and goes to constant pump while cranking. Anyone have any ideas????

Are you sure that you hooked all the hoses back up correctly? I remember pulling mine down 2x in 4 days because I forgot to hook up the float and I seem to remember that you could plug a couple of the hoses in backward.

Otherwise, I'd look for the wiring to be a problem. Or... you could have gotten a wrong pump??? TPI and TBI pumps are different.

Just throwing out ideas.

Thanks for the ideas. Any idea what that pump should put out if i plug a pressure guage to tank end of output hose
