I just put a new IAC in my car because my other one would not adjust. I was wodering how do I adjust the new one, and what is the correct way to adjust the minumum idle?

I still have a problem. When I turn the screw out to lower the idle, the throttle plate wont move any farther back. So my idle stays the same, no matter which way I move it. It idles at about 1000 rpm in park and neutral. If anyone knows how to make it move back farther, could they let me know.

 

Also when I take the IAC out and try and start the car, it wont start. I did what the tech article says to do and it didn't work. Anyone have any suggestions?
