Hard cold start

Here is a little background info: '88 Formula 350, less than 300 miles on complete tune up, car runs and performs great once started; takes about three attempts to get the car to fire, and the first time it starts it kinda sputters a little or may die out. Next try the car runs good and on the street it is normal. Its got new SVO 19lb injectors, 46psi at the fuel rail @ WOT, all new intake gaskets, and clean TB & IAC. Just replaced cold start injector switch which made no improvement. My next guess is the cold start valve itself. I think i pretty much covered all the other bases. Anyone have a different idea of wht it could be?

Fuel pump comes on when key is turned before the car is started. I have a permanent fuel pressure gauge mounted that shows 40 psi before i even start the car.

hmm IIRC you can test the cold start valve by removing the fuses for the injectors and fuel pump and attempting to start the car when cold, and watch the fuel pressure. it should go down if the cold start valve is functioning properly.. cause it might not be...
