It is called a PCV is a positve crankvase ventilation. It draws the fumes from the crankcase and blows it back into the throttle body. This is a emissions related item.

CCV means crankcase vent. Two of the holes in the throttle body are for water passage. The third has a hose with a metel tube connector simalar in appearance to a PCV valve that plugs into the passenger side valve cover to allow filtered air to be sucked into 1 valve cover thru the engine and out thru the PCV valve.
