Idle surges up and down until it dies in closed loop?!

Idle surges up and down until it dies in closed loop?!
what could the problem be. I got the new motor in and I cant figure out what the problem is. It Idles about 1200-1400 in open loop (first start up) but when It goes into closed loop it just starts surging up and down until it dies. What could it be?!?!

no it actually runs rich the BLMs pretty low. Would this effect it ? I will try and get log some idle data real quick.

Crap I have no way of getting the data over. I got it all scanned though. What should I look for in the data?
