Burn a new chip with these changes: reduce engine speed limiter and MPH limter. In the main SA & high spd SA tables reduce the timing as the engine RPM increases from 65 KPA to 100KPA areas.

Set the PE TPS% levels to 100% across the board.

Test drive it so that the performance (or lack thereof) is to your liking. Don't reduce the MPH limiter too low as it could cause a stalling problem.

Unless I wrecked my brother-in-law's car I'd tell him that as long as he has shoes he has transportation.

Whare are you worried about your brother in law destroying your car? Is he that bad of a driver? Big accident record?

It just seems unusual to me. I'd let him use the car with the express knowledge that if he screwed it up he'd be paying to fix it. Unless he's a completely irresponsible dimwit.
