I want to say the higher ratio rockers. They are increasing lift, which should amount to a bigger increase than just reducing some parasitic loss... either way, even if the 1.6s lose to the pulleys in peak hp, I have no doubt they do more for the entire rpm range.

underdrive pullys will increase your hp by 10-15. then again rockers wouldnt be a bad idea.

Should probably gain a descent amount out of the rockers depending on what cam and heads your running. If your still running stock heads and cam it not worth the money. On the pulleys possiblely 5-10hp at the most. All it does is saves hp that was lost by using the stock pulley which isn't a whole lot. I would suggest leaving the alternator pulley alone. I've had a bunch of friends who have replaced it and can't keep the battery charged, It dies about every 2 weeks or so. But if you want to spend the $100 no ones holding you back. Just my $.02
