Smog legal mods??

I'm a rookie to the TPI, never owned one, never worked on one. I can grasp the basics and after browsing the boards and reading the stickies I feel confident that I could pick up prom burning.
There is a fly in the ointment tho, and that is that I'd like to run a modded motor and it needs to be legal in Cal.
I've been reading all the TPIS lit and it says that 400 hp and 12s is doable with a 350 using their stuff and with a chip that is from them, all 50 state legal. TPIS stuff is expensive tho, I'd rather do it myself, using stuff that I get on ebay and my own chip.
The cam that they claim would work is their zz-9 profile ( 211*/225*@ .050) along with 1 3/4" headers, a bigger intake, and some nice aluminum heads.
I'd like to get some input on this... What should I expect? Has anyone else tried it?
Sorry if I missed something in the stickies, a lot of the stuff there is over my head.

What about the chip? Stock, with that cam?

TPIS is very overpriced and I find their claims to be exaggerated.
In addition to those mods you would also need a good set of stickies, gears and a decent torque converter.
I would easily be low 12s with that but I have mild gears (3.45), stock torque converter and horrible (for off line traction) street tires.

Danny, thanks, that's helpful.
Just that you're living in Sac. and you're using the ZZ9 cam tells me something.
So did you burn your own chip for that or does the stock one work OK to get you through inspections... or did you get a TPIS chip?
