TPS over 1.0 volt?

Car: 1987 Monte Carlo SS
Engine: 406 w/TPI
Transmission: 6-speed
TPS over 1.0 volt?
I just installed a new TPS and hooked up the volt/ohm meter (neg on top - positive in middle) and the lowest I can get it to read is 1.410 volts! in full throttle position it will go to 5.0 okay but I would like it to be about .710 volts at "rest".
It's a 406 with a Speed Density TPI.
Has anybody run into this?.... Weird!

do you mean the throttle blade adjustment? That's something I didn't check because the original TPS I was able to get under 1.volt but it's makes sense as I am fully counter-clockwise if I moved the blade-adjustment back it might come it under 1.0 volt. I'll re-adjust the idle afterwards.Thanks, I'll try that.
