Where is the cheapest place to buy the Accel TPI base intake and what is the cost of it?
Would it be worth installing an Accel TPI base and AS&M LTR on a
350 GTA along with a ZZ4 cam and 1.6 roller rockers, or would I be better off install the new Holley Stealth Ram?

Check the classifieds here and EBAY for a used intake. I got mine used but never installed (long story) for $300.

As for which set-up. Generally speaking;

For good midrange, TPI. Lower ET, slower trap speed.

For good top-end, Stealth ram. Higher ET, faster trap speed.

I don't think the Stealth Ram will pass a visual Smog check, if that matters to you.
