TBI to Carb or TPI?

I have a 305tbi, does anyone know which one will yeild more HP, which would be an easier swap, and which one will cost less?
I know the guys as the inspection place so they "won't notice" anything visually unless it is dangerous, but I probably cannot get around emitions, the only thing they can do for me on that one is possibly slip another cat over the end of my exhaust pipe. so that I basically has 2 cats.

Easier and cost less, prob a carb. As for passing emissions, its possible you could with a well tuned carb, but it would be prob easier with tpi, hence you can burn your own chips.
